Its obvious who they're referencing, but outright calling the Elvis impersonator's would've brought Obsidian into conflict with the man's estate. I think that the lack of any references to Elvis was a legal matter actually. As for the Great Khans they presumably had the other tribes under their thumb, until the tribes were able of throwing them out with Mr House's aid. I wouldn't have thought though that they exerted the amount of power that they do after Mr House presented himself, rather they'd just have been surviving. The Kings formed a while before New Vegas was "civilised" I think, when Pacer and The King were younger men. There's plenty of other companies who make similar models, and even a few who make Buddy Holly ones.
